President/CEO - Co-Founder
Rudy Timmerman, BSEE
Rudy grew up in the small town of Wickes, AR. After graduating with an Electrical Engineering degree from the University of Arkansas Rudy worked at the University of Arkansas on the postal barcode reading program. After that, he spent a short time in Florida where his wife earned her PhD from the University of Florida in Ichthyology. The couple moved back to Northwest Arkansas where Rudy worked in the research and design industry for 5 years, before partnering with his college friend and co-worker Len Baledge to start what is now RCAL Products. From a design perspective at RCAL, Rudy’s background is in embedded systems programming, image processing, LCD user interfaces, and high-speed digital electronics. When he is not working in a design capacity he oversees the scheduling portion of RCAL’s manufacturing area and works with the leadership team to develop strategic planning and capital equipment procurement. Rudy is the proud father of two young ladies who are recent college graduates, married and working in the NWA area. When Rudy is not leading the expansion efforts at RCAL he likes to travel and go sailing. Rudy also enjoys working with up-and-coming engineers through mentoring his FIRST Robotics teams that have earned national accolades over the years. His favorite movie is whatever his wife wants to watch and his favorite food is whatever is on his plate.
Technical Sales - Quality Systems - Co-Founder
Len Baledge, BSEE
Len (aka Lenny) is originally from Flippin, Arkansas . After graduating with an Electrical Engineering degree from the University of Arkansas he worked in industrial automation design. Len partnered with our President/CEO Rudy Timmerman to establish what is now RCAL Products. From a design perspective at RCAL, Len has expertise in system architecture, analog and digital design, PCB layout, embedded firmware, Windows application development, and back end database design. When he is not working in a design capacity Len is overseeing development and improvements of our proprietary MRP system that has grown with the company for over 20 years. Len also leads our quality team, oversees all certification initiatives, and assists the commercial team in a technical sales capacity. For RCAL’s current and future partners, Len is a creative problem solver able to sit down with a procurement or engineering team to develop new products, design around obsolescence and tackle quality issues. His experience in both the mechanical, electrical and software fields make him uniquely qualified to offer solutions that give our partners peace of mind. Len is the proud father of three boys and a girl. His wife is a literature professor and head of the English department at the University of Arkansas - Fort Smith. Len has numerous interests that vary from skydiving to woodworking to music and restoring antique machining equipment. His favorite movie is “Waking Ned Devine” and his favorite food is seafood alfredo.
Principal Software Engineer - Co-Founder
Lance Porter, BSEE, MSEE
Lance Porter is originally from Huntsville, AR. He earned both a B.S. and M.S. in Electrical Engineering from Kansas State University. From a design perspective, he has more than two decades of engineering experience in research and product development. His areas of expertise include digital signal processing, electronics instrumentation, digital communications, and embedded microprocessor systems. Prior to his tenure with RCAL, Lance spent ten years in the cellular telephone industry, where he was awarded four U.S. Patents for various methods of optimizing radio communications. Lance has a history of finding creative solutions to difficult problems. He takes a hands-on approach, often traveling to customer locations throughout the country, or around the world. From troubleshooting telemetry equipment at a rocket launchpad in Florida, to testing lighting controllers in chicken houses in Montana, to logging RF signal conditions around Europe and Asia, he will go anywhere and do anything to get the job done. Lance is the proud father of three sons, two of which work in the business sector and the other is completing his residency for pediatrics and internal medicine. His wife is a Librarian in the Arkansas public school system and has received numerous national awards, including stints with the Library of Congress, Mount Vernon, and the National Archives. Lance ran the Boston Marathon twice, as well as the Chicago Marathon, and several others. His personal record (PR) is 3:17. When Lance is not running he likes to fish for smallmouth bass. His favorite movie is Interstellar and his favorite food is anything barbequed.
Principal Hardware Engineer - Co-Founder
Keith Wilbern BSEE, MSEE
Keith is originally from Sheridan Arkansas. He earned both a B.S. and M.S. in Electrical Engineering from the University of Arkansas. While earning his Bachelor’s degree, Keith worked with fellow RCAL co-founders Rudy Timmerman and Lenny Baledge at the University of Arkansas developing a Reduced-Area Barcode Reader (RABCR). Mass-mailers used the RABCR to pre-sort their mail to save money on postage. Keith later worked on a development project team for the United States Postal Service to read and process mail using optical-character recognition. This team was eventually merged into ACTT (Arkansas Center for Technology Transfer). ACTT was a multi-discipline department that supported small businesses in Arkansas to achieve funding and provided engineering support for their product development. From a design perspective, Keith’s expertise is in schematic design and PCB layout. When not working on designs, Keith assists the manufacturing side of RCAL by reviewing customer board files, inspecting incoming circuit boards, and performing first-article inspections of new orders. Keith also provides engineering services to customers such as DFM (Design for Manufacturing) reviews as well as schematic and board layout support. Keith is the proud father of two sons currently attending the University of Arkansas. The oldest will graduate in 2024 with a B.S. in Electrical Engineering. The youngest is working towards a Recreational and Sports Management Degree (RESM). Keith’s wife is an elementary school teacher with 28+ years in the Arkansas school system. When Keith is not designing printed circuit boards he likes to go boating with family and watching the Arkansas Razorbacks. He enjoys watching sci-fi movies and is a connoisseur of chimichangas.
Chief Commercial Officer
Brandon Bannon, PhD
Brandon is originally from Georgetown, Louisiana. His background is in organizational, business, and crisis communication with an earned Doctorate in Communication Theory from Louisiana State University. Brandon has served in both the academic and professional sectors. Part of his career was spent as a professor and vice-president of a small private university where he directed student development, and enrollment management departments and taught courses such as negotiation, leadership, and crisis communication. Professionally, Brandon has served as Director of Sales at Pace Industries where he gave oversight to Pennsylvania and Minnesota divisions primarily in the Powersport Sector. Currently, Brandon serves as Chief Commercial Officer and directs all aspects of inside/outside sales, procurement, program management, customer service, and marketing. Brandon's passion for growing organizations extends beyond mere expansion; it involves the strategic cultivation of competent teams. He recognizes that the heart of organizational success lies in assembling teams with diverse skill sets and fostering a collaborative environment. He is dedicated to instilling problem-solving abilities within his teams, understanding that resilient organizations thrive on adaptability and innovation. His leadership philosophy emphasizes not just numerical growth but the sustainable development of teams capable of overcoming challenges and seizing opportunities. Brandon is blessed with an amazing wife and three children that span ages from high school to grammar school. The Bannons have all been active in sports, their local congregation, and playing music together at various regional events. When Brandon is not in the office he enjoys golf, traveling, cooking cajun cuisine, and cheering on the Fighting LSU Tigers!
Software Engineer
Chris Franke-McGarvey, CPE
Chris is originally from New Hampshire then moved to Nevada. Chris earned his Bachelor of Science in Engineering in Computer Engineering from the University of Nevada; Las Vegas. Chris works hand in hand with Lance Porter to tackle customer software challenges as well as new product development. Chris' areas of expertise are embedded systems and software engineering. Before he came to RCAL Chris interned at a small gaming company, Etho’s Gaming, working with slot machines. When not engaging in software development, Chris likes to play pool or go hiking. His favorite movie is Tropic Thunder. His favorite food is any vegetarian meal that he can fit in his mouth.
General Manager
Rob Shertzer
Rob was an Air Force brat, originally from Cabot, AR., and studied Electrical Engineering at the University of Arkansas. Rob has over 28 years of manufacturing experience in Automation, Circuit Board layout/assembly, Coding, Testing/ESS, DSS/NISP, and Aerospace/Military Systems. He has been an Alternate Facility Security Officer, Project Engineer, Production Manager, Supervisor, SMT & AOI Programmer/Operator, Network Administrator, Facility Manager, General Contractor, Engineering Technician, and has J-STD-001 certifications. Before coming to RCAL, Rob was an Aerospace Project Engineer and Alternate FSO with security clearance at Ducommun, Inc. in Huntsville, AR. His past projects there include: MK-48 Heavyweight Torpedo, UH-60 Blackhawk, H-1 Huey, V-22 Osprey, MALD Cruise Missile, Naval Strike Missile, Patriot Missile, RAM Missile, Griffin Missile, and Radar systems for F-15, F-16, B-1B, F18, B-52, and the new B-21 Raider Stealth Bomber. Rob is hyper-focused on details, quality, and creating efficient processes. Rob is the proud father of two boys and a girl. His wife Amanda works in the medical field and is also a published author and hypnotist. When Rob is not monitoring operations, he enjoys outdoor activities with family, amateur radio, and home improvement projects. His favorite movies and TV shows to watch are Sci-Fi, Fantasy, and Action. His favorite foods are seafood and oriental foods, such as sushi and Thai.

Patsy Cook
Patsy is originally from Alma, Arkansas. The oldest of 10 siblings.. She graduated from Van Buren High School. She has experience and certifications in Lean Manufacturing, IPC 610 and J-standard-001. When she moved to Northwest Arkansas, she had no idea of where it would take her, being a single mom and living in the country. She applied for a job at an electrical manufacturing facility and has been in this industry ever since. She has worked closely with customers and engineers of major companies in order to achieve final quality products. She has a tremendous amount of determination when performing her talents on the production floor, which include organization, management and the overall LOVE for the job. With over 35 years in electronic contract manufacturing she has held roles starting out as Line Lead, Supervisor and Production Manager. When Patsy isn’t leading our through-hole and assembly teams she likes to spend time with her loving husband Mike, of ten years. She also works the food trucks, making funnel cakes and homemade lemonade. Her favorite movies are the Madea franchise. But most of all spending time with her sweet ELLA GRAY, her great granddaughter. Mexican food is her favorite food.
Test and Debug Manager
Russell Davis
Russell is originally from Mena, AR. He studied Computer Hardware Technology at Total Technical Institute in Dallas, TX. He also has a Bachelor’s degree and another Associates degree. He also has experience in Lean Manufacturing as well as J-STD-001 Trainer Certification. With over 20 years in electronic contract manufacturing he has held roles in Quality, Manufacturing, Field Service, and Management. When Russell isn’t leading our quality and testing teams he likes to visit the gym and spend time with family. Wife Sasha works in the medical field and they have one child: Zachry. Russell’s favorite movie is “Broken Arrow” and his favorite food is Enchiladas.
SMT and Maintenance Manager
Mike Spurlock
Mike is originally from Fayetteville, AR. He studied equipment repair with Universal Instruments, Fuji, Pillarhouse, Siemens, Heller, Electrovert, Ekra, Speedprint, Soltec-Vitronics and others at their facilities and on site. He also has experience and certifications in IPC. With over 30 years in electronic contract manufacturing he has held roles in SMT managing, facility and equipment maintenance managing, DFM and reliability studies, equipment technician/operator training, custom manufacturing equipment fabrication and asset procurement. When Mike isn’t leading our SMT and maintenance teams he likes to do outdoor activities with family and play guitar. His favorite movie is “Jekyll and Hyde, Together Again” and his favorite food is anything spicy, especially curry and nachos.
Director of Sales
Roger Haynes
Roger is originally from Mena, AR. Roger has had certifications and experience in J-STD 001 as a trainer, IPC 610, program and supply chain management. Early on in his career Roger was introduced to the field of electronics through his service in the United States Army where he had a Military occupational specialties certificate as an electronics technician. From there he went on to work in the pollution monitoring field as a field service engineer then onto electronics manufacturing services where he began as a prototyping specialist, then onto program management, supply chain management, sales and new business development. Roger has both commercial and manufacturing experience in medium and large electronics contract manufacturers. He has lead rapid response teams which focused on quick turn PCBA jobs. He has vast work experience in managing customer new product starts, customer forecasting and purchasing. With over 25 years of experience, Roger brings that ‘know-how’ to better serve RCAL partners. That value can often be seen through timely purchasing strategies, leveraging both electrical and mechanical component vendors to his tight lead times, and proactive forecasting that results in RCAL’s partners to avoid expedite fees. When he is not overseeing our purchasing, quoting and customer service teams he likes to Deer hunt, fish and golf. His favorite movie is O’ Brother, Where Art Thou? and his favorite food is a good ole ribeye steak.

Nancy Uitz
Nancy is originally from Chicago, IL. With over 15 years in electronic contract purchasing she has held roles in project management, purchasing, inventory, AP, AR, and shipping. Nancy takes the lead role in all of RCAL’s bulk component purchases. She also manages PPV, pass-thru costs and our receiving department. The ability to purchase well in order to make certain that our cost of goods is in line with our initial quote is paramount for RCAL’s success. Nancy consistently makes strategic and timely purchases that meet or beat those estimates. When Nancy isn’t leading our purchasing team she likes to travel. Her favorite movie is Harvey and her favorite food is raspberry tarts.
Quoting Manager
Cielo Baguio
Cielo is originally from Cebu, Philippines. She earned a degree in Biology from Cebu Doctor’s University. She has experience and certifications in IPC and ITAR. With over 16 years in electronic contract manufacturing she has held roles in rapid response purchasing, program management, inventory, shipping/logistics, planning and quoting. Cielo’s has a vast network of component manufacturers in both the electrical and mechanical spaces. She leverages those multiple vendor streams to drive down component cost which allow RCAL to offer competitive pricing. When Cielo isn’t leading our quoting initiatives she likes to travel and oil paint. Her favorite movie genre is horror and she likes spicy seafood.
Expedite Purchasing Manager
Jeorylyn Tingzon
Jeorylyn is originally from Las Pinas City, Philippines. She has experience and certifications in Advance & Computer Hardware Servicing at Technical Education and Skills Development Authority. With over 12 years in electronic contract purchasing, program management and quoting she has held roles in rapid response materials coordinator, inventory, shipping and receiving, production planning_ (list all the things you’ve done or managed). Her role at RCAL is crucial to our partner’s success. Whereas other contract manufacturers only send problems back for their OEM’s to solve, Jeorylyn’s focus is to proactively seek out solutions by leveraging our in-house engineers for potential component alternatives and alternate purchasing strategies. Her behind the scenes effort offers great peace of mind for our partners. When Jeorylyn isn’t leading our expediting initiatives she likes to _travel, cook and spend time with her daughter at the park. Her favorite movie is Train to Busan (Korean movie) and her favorite food is Filipino BBQ and any spicy food.
Sales Coordinator
Jordan Julios
Jordan is originally from Pohnpeii, Micronesia. He is IPC 610 and J-standard-001 certified. With over 9 years of PCBA manufacturing, he is an experienced Technical Sales Leader with a passion for learning, leading and connecting others within the electronic design and manufacturing space. As a Sales Leader for RCAL Products he will partner with companies to provide engineering and manufacturing solutions. Leveraging a strong history in ECM manufacturing leadership, quality management systems, procurement, component-crosses, DFM and SMT/TH design he offers a unique perspective that drives solutions in the ECM sector. He finds a substantial amount of joy in learning about companies, their processes and partnering with them to develop improvements. When Jordan isn’t leading our coordination efforts he loves reading. His favorite kind of movies are stand up specials and his favorite food is street tacos.
